The surly is overbuilt, the Soma is over priced, but the Velo Orange is perfect. Lugs where they benefit the compliance, tigged where weaker welds are fine, while the tubes are actually butted, not tapered subtly. a Surly is probably not wuite worth a full budget, but a Velo Orange frame definitely is. Go with the VO, I've tried them all.
